The announcement from senior National Steph Cooke, representing Deputy Premier John Barilaro, was part of $7.5 million allocated to five projects across the electorate.
Orange mayor Reg Kidd said it was a critical project and would take a total of $4.7 million to build.
"It's not just a roundabout in an urban area, this is a major roundabout on a distributor road - it takes lots of heavy transport and the engineering requirements are much higher," he said.
"And it will be two lanes."
Hill Street will also be realigned past Emmaville Cottage to line up with William Maker Drive.
The roundabout had struggled to attract government funding, however Cr Kidd said the project would not rely on federal money to go ahead.
The council intends instead to source funds from industry to supplement its own contribution and can go to tenders.

Orange Regional Airport scored $1.5 million to improve security, plus provide WiFi for passengers.
Cabonne Council gained $1.3 million to upgrade Davys Plains Road and $1.2 million for Vittoria Road.
The council will carry out shoulder rehabilitation and safety improvements along both roads.
Cabonne mayor Kevin Beatty said the roads were in fair condition, but needed wider shoulders.
"Obviously the installation of road barriers to stop vehicles running off into trees and so on is most important," he said.
Meanwhile, $1.3 million will be allocated to Parkes Central West Childcare Services.
The projects were funded as part of the Resources for Regions program, which compensates communities for the effects of mining.
"Mining is a significant contributor to our economies but they also leave a bit of a footprint behind," Mrs Cooke said.
