They should be put into in-school suspension.
Unfortunately, that would then require extra staff to supervise them, counsellors to work with them, separate accommodation to house them, and more counsellors to work with the parents.

Of course we need strong social services in the community. Of course we need a stronger police force.
I believe we are on the right track to increase respect for others and their property with the introduction of ethics classes in the primary classes, but even these are not available in all schools in Orange.
At the moment we can only hope that the culprits will get bored with their current activity.
Has anybody thought of offering a reward for information leading to a conviction?
