Operation Shopsteal was a joint operation with police from the Central West Crime Property Unit, general duties officers, and loss prevention staff from Coles in the Orange Central Square shopping centre in Summer Street.
Central West Police District Chief Inspector Scott Rayner said police were planning other similar operations following the success of this effort on Tuesday and Wednesday, April 23-24.
He said the people arrested included men and women aged from the "late teens to middle aged".
Based on the success there is an intention to run a similar operation in the future.

Chief Inspector Rayner said some of the arrested were given on-the-spot infringement notices while others would be required to go to court over the alleged thefts.
"It has been a success in the number of detections. Based on the success there is an intention to run a similar operation in the future," he said.
Chief Inspector Rayner said police from Orange and Parkes were involved in the operation.
He said the majority of the arrests involved people at the supermarket but some had been arrested for shoplifting offences in other areas of the centre.
"It was a proactive strategy," he said.
Chief Inspector Rayner said the CWPD was meeting its targets in relation to crime detection and prevention.
The success of the operation was revealed by senior police at the latest CWPD Community Safety Precinct Committee meeting in Orange last week.
