Central West Police District Inspector Dave Harvey said the boy stole a car in Glenroi along with a 14-year-old girl some time before 2am on Friday morning.
The car was observed "driving erratically", with the boy behind the wheel, down Lone Pine Avenue at 2.25am on Friday.
Police attempted to force the vehicle to pull over.

However, the car sped off and police engaged in a pursuit through the streets of Glenroi, before the stolen car came off the road taking a right-hand turn into Elsham Avenue and slid down an embankment, coming to rest against a tree.
The two teenagers attempted to flee on foot but Inspector Harvey said the pair were apprehended by officers.
The boy was taken to Orange Police Station where he was charged with stealing a vehicle and engaging in a police pursuit, while the girl was not charged.
