A CONTINUED shortage of affordable housing, and social housing tenants staying in their properties longer, have driven an application for low-cost housing on Forbes Road, according to the development application.

Housing Plus' application for 26 units at 78 Forbes Road is now on public exhibition before Orange City Council planners assess the proposal.
Fourteen of the duplexes will be two-bedroom, the remainder will be one-bedroom.

According to the application, growing un-affordability in the private rental market meant the average length of social housing leases was becoming longer and waiting lists were growing.
"More than 50 per cent of people in social housing holding a lease for 10 years or more," the report said.
Two of the buildings will be located at the front of the property, aiming to appear as ordinary houses from the street, with a ring-shaped driveway providing access to the remaining houses behind.
Traffic generation was estimated at up to 130 vehicles a day, boosting vehicles along Forbes Road by almost 2 per cent.
Forty-seven car spaces will be included, plus four spaces each for motorcycles and bicycles.
The development's bins will be collected by a private contractor.
The application promised to keep 71 of the 148 trees on site, including eight of the 12 high-value trees, but assured the council while some were eucalypts, they were not crucial habitat.

The only proposed upgrade to Forbes Road was a turning lane allowing residents to turn right into the development, but they will only be able to exit left leaving the development.
