Orange Show Society applied for funds to hire toilets and stables a month ago, but council policy restricting donations to one per organisation meant the stables were not covered.
At Tuesday night's meeting, councillors voted to set the policy aside in order to approve the funding.
Society president Peter Naylor said he hadn't been able to wait for the decision and had booked the stables on Monday.
"I had to take the gamble - we needed the stables, but [the donation] will help us out to run the show," he said.
Stables are necessary because electric fences are not allowed and horses can be drug tested at any time.
Gates open for the 147th Orange Show at 9am on Saturday and Sunday.
Admission is $15 for adults and $8 for pensioners and children five years and older, with families $40.
