Dave Roberts collects cardboard from Summer Street retailers and said at least once a week, and everyday at Christmas time, he finds people have parked in the loading zone near Orange Central Square Shopping Centre.
Mr Roberts said when the loading zone is full he has to do laps of the block to wait until the zone has cleared.
Mr Roberts said he doesn't mind when it is someone loading or unloading, but when it's someone who shouldn't be parked in a loading zone, he gets frustrated and calls the council parking inspectors.

"People have given me a verbal tirade," he said.
Mr Roberts said he's received verbal abuse from people parking illegally but works with couriers when it comes to using the spot.
Councillor Joanne McRae said after speaking with council staff there will be more focus on loading zone compliance and people caught parking in a loading zone could face a $187 fine.
"Read the signs avoid the fines," Cr McRae said.
"Loading zones are designated for delivering goods to retailers, or for loading and unloading equipment.
"When these loading zones are misused, it can create safety hazards for workers or delivery staff, or create significant delays in supplies for our shops."
Cr McRae said loading zones are signposted, and times are clearly stated.
"There's no excuse for impacting our city retailers and their suppliers by illegally parking in loading zones," she said.
