Sitting member and Nationals candidate Andrew Gee was one of the four candidates not to commit by Tuesday afternoon.
However, Mr Gee, was one of only two candidates to attend a similar forum in Bathurst last week.
Labor's Jess Jennings is set to be the only candidate to attend both forums. He will be joined in Orange by Shooters Fishers and Farmers candidate Sam Romano and the Liberal Democratic Party's Stephen Bisgrove.
The forum is at the Orange Ex-Services' Club on Thursday May 9 from 7.30pm.
Organiser Stuart Driver from Bathurst said he wanted to give Orange voters a chance to meet the candidates ahead of the federal poll on Saturday May 18.
"I am just interested in giving the community an opportunity to question the candidates," he said.
Mr Driver said he was "unaligned" to any party.
He said he was hopeful Mr Gee would agree to attend but the others were unlikely.
"Unfortunately the Christian Democratic candidate Shuyi Chen, through a party spokesman has declined to attend," he said.
"The United Australia Party candidate Beverley Cameron is 'seeking advice' while the Greens' candidate Stephanie Luke is not actively campaigning - being outside of the electorate during the campaign period."
He said he was talking to the Greens about how they could be represented at the forum.
Mr Driver said candidates at the forum would make short opening addresses before taking questions from himself as moderator and members of the audience.
The night will end with the candidates' closing speeches.
