A report to be considered at Tuesday's council meeting said the pool's filtration system did not currently allow for UV treatment and could not process the water within four hours, with a new filtration system costing about $250,000.

Costs for upgrades to the toilets and showers and the pool heating system have been estimated at $150,000.

"These costs, however, have not been able to be verified and are based on visual inspections of the plant and equipment and could be significantly increased," the report said.

"This is the greatest risk of undertaking the operation for the OESC pool."

Ongoing running costs have been estimated by up to $650,000 a year, but the report indicated the cost could be slashed to $150,000 a year if the pool only opened at 6am-7.30am and 6pm-7.30pm when demand for lap swimming was highest.

Councillors are yet to decide whether to take on the $1 a year lease.
