The proposed rezoning, which would allow landholders on the blocks on Canobolas and Pinnacle roads and Ploughmans Lane to develop their properties, is open for community comment.
The proposal would move the properties to R5 Large Lot Residential classification from their current RU1 Primary Production zoning, reducing the required minimum lot size from 100 hectares to two.
According to the council, the area could be used by horse owners and enthusiasts while also protecting the Towac Park area from encroachment by incompatible uses.

Council's Planning and Development Committee chair, Cr Russell Turner, said the changes would give current and would-be landowners in the area options.
"With any change of zoning like this, it's important to note that giving permission to allow something to happen if a landowners chooses doesn't make it compulsory for everyone who lives in that zone," Cr Turner said.
"A rezoning like this recognises the ranges of existing uses, whether it's people running sheep or cattle or landowners with no livestock, and gives them the option of continuing with those uses.

Cr Turner said there would be requirements for those looking to keep horses on their property, including standards for structures like stables, round yards and training areas.
He urged residents to share their views on the proposal with the council.
"Some will be happy with the proposals, others might want to suggest changes. Now is the time for the community to find out more and have their say," Cr Turner said.
