Sergeant Hill said the man was told to "move on".
"He walked to Bligh Street but at 1.30pm we received a phone call from a witness stating that a male person was walking along the footpath with no shirt on and his pants midway down his leg, exposing his buttocks," she said.
"Police received another call stating the accused was sitting near an underpass near the Emile Serisier Bridge."
Police allege the man had boxer shorts around his ankles and was fully exposed.
"He was observed to be holding his penis in his hand [before police arrested him]," Sergeant Hill said.
"Police questioned him and he denied the allegations."
