"Until the RSPCA declares their position on activist's terrorising farmland incursion, their legitimacy as an organisation is in serious question," Mr Donato posted to Facebook.
"Many farmers jump through all sorts of hoops to satisfy myriad of organisations of their farming practice and integrity, yet when they're under threat as they are now from criminal activity, where is their support from such organisations?" he said.
Mr Donato's post came in response to media reports which stated a lack of opposition from the RSPCA towards break-ins at farms and abattoirs this week was "hypocrisy on a massive scale" as it collects royalties from its approved farms.
The RSPCA Approved Farming Scheme is not-for-profit - funded through payments received from companies marketing their products as RSPCA Approved.
Mr Donato claimed "political selfishness and the lack of leadership from the National Liberal Government, State and Federal, has significantly contributed to this emerging crisis."
If re-elected in May, Prime Minister Scott Morrison said he plans to change the laws to prevent activist group Aussie Farms from using private information about farmers to harass them.
The Aussie Farms website publishes an interactive map of farms across the country, which the organisation says exposes animal exploitation in a secretive industry.
