Jason Hamling took the opportunity during Orange City Council discussions on the airport last week to ask for a response on the idea.
The airport committee discussed it, but no resolution was recorded.
"It's just empty paddocks and they do it at other airports," he said after the meeting.
"It's not being used for the industrial park because it got knocked on the head."
Cr Hamling said other councils had made donations of hay to drought charities.
Twelve million dollars-worth of land was purchased for the business park before the council voted the idea down in 2017.
Mayor Reg Kidd initially flagged selling it, but the council since confirmed it would remain in the council's portfolio and a study is under way to develop a concept plan.
Cr Hamling also argued for extra signage at the airport to welcome visitors to Orange.
The requests followed concerns from other councillors about security in the airport car park.
Cr Kidd questioned whether CCTV cameras covered the entire area.
"I've noticed in the car park if you look this western end, a lot of cars park as you come in, under the trees," he said.
"I just wondered, I thought the camera was only picking up that immediate area in front of the terminal."
Technical services director Ian Greenham said the council was awaiting the outcome of a government grant, which would fund the extra cameras.
Councillor Tony Mileto, who sits on the airport committee, said the committee was aware.
"There is one area, and I won't indicate where that is, which requires attention," he said.
"The airport committee have asked when those funds are made available, that a camera is installed in that area."
The car park currently caters for up to 130 cars, however the 2017 master plan review revealed it was at capacity and another row was required.
An undercover car park for travellers away overnight or longer has been planned east of the existing spaces.
