The teenager appeared before magistrate Elizabeth Ellis for driving with four unrestrained passengers aged under 16, being a learner driver without a supervising driver as well as driving an unregistered and uninsured vehicle at 7pm on January 5.
Ms Ellis said what worried her the most was how many people the boy had in his car.
"There's a very good reason that law came in because many years ago on a rainy dark night a young man acted to help some of his mates get home," Ms Ellis said.

She said in that case the driver lost control and the two people who were in the boot of his car were killed.
"It's good luck you didn't kill someone," Ms Ellis said.
The boy was caught after police passed the vehicle on Bathurst Road and noticed it had no number plates so did a u-turn to stop it.
Although police initially lost sight of the car, which drove down several streets towards the hockey fields, they found it in Glenroi Avenue where it had broken down due to a mechanical malfunction.
The boy was still in the front seat and there were another four occupants as well as a 15-year-old girl in a passenger footwell and the three people in the boot.
Solicitor Paul Johnson said the boy and his friends intended to go to the Ophir Campground.
However, he said the driver was not aware of the three people in the boot and said some people said they were putting items in the boot before they left.
"All these things were going wrong and you should have had alarm bells going off in your head [going] don't do this," Ms Ellis said.
Ms Ellis convicted and fined the boy $250 for driving with the four unrestrained passengers.
She also disqualified his driver's licence for three months for driving without a supervising driver, and she convicted him without further action for driving an unregistered and uninsured vehicle.
