Developers James Richmark and Zauner Construction Group celebrated the milestone on Wednesday with canapes on the rooftop, which will soon become a garden.

James Richmark director Frank O'Halloran said the specialists would be located on the top level, with the private hospital on level five, rehabilitation and possibly palliative care on level four, GPs on level three, education and training on level two and pharmacies on the ground floor.

Zauner chief executive Garry Zauner said the tower crane would soon come down and the building was still on track for an October completion.
He said unlike most operating theatres, those at Bloomfield would have windows overlooking the view and patients would be able to access all practitioners at once.
