Councillor Glenn Taylor used Tuesday night's Orange City Council meeting to question the camera's location.
The vehicle can often be found parked outside Orange Showground, tracking traffic heading south from the end of the 80km/h zone where it becomes 50km/h.
"Could the [City of Orange] Traffic Committee inform [NSW Roads and Maritime Services] to be a bit more innovative as far as trying to retract people speeding?" Cr Taylor said.
"The wagon loved Woodward Street on a Sunday afternoon, but since we've put the roundabout in, obviously the traffic's closed down, but now he's got a new spot back past the showground where they can't see him."

Cr Taylor said the area was "hardly a speedway".
"I think it should be 80km/h from the roundabout at Dalton Street to the roundabout at Bunnings, but it's just revenue," he said.
"How many people in the next 10 days are going to get notices for doing 53km/h in a 50km/h zone? It's hardly life-saving stuff."
Previously, the vehicle's regular stopping point on Woodward Street drew criticism for revenue raising.
Councillor Tony Mileto said he had been informed at at traffic committee meeting the vehicles were privately contracted.
"The RMS have no control over where they go," he said.
The matter will be brought back to the traffic committee.
Committee chair and councillor Russell Turner said after the meeting he supported a speed change along the stretch to 60km/h.
"You've got no development on the left-hand side and the showground on the right," he said.
There is no process under way to change the speed limit, but Cr Turner believed the entire stretch would become 50km/h when if land north of the NDR was developed into residential lots.
The RMS did not respond prior to publication.
