Transport to the CBD, traffic volumes, lighting, parking and security are covered in detail in the DA, and are more than adequate.
Concerns about perpetrators attending the centre to hunt down former partners are also covered in the DA.
Most perpetrators who have driven their partners into hiding are on charges, under Apprehended Domestic Violence Orders, and are known to police.

The Ploughman’s Hill Community Group should either propose a reasonable alternative location for The Orchard or just come right out and say that they’re a cut above living near people who have suffered domestic violence.
They may be surprised to know how many of those women and children used to live in middle class suburban neighbourhoods just like theirs.
