Central West Police District Sergeant Susan Mackenzie said police spotted the car without registration plates on Glenroi Avenue at 7pm.
She said the driver, a 16-year-old from Orange, was charged with being a learner unaccompanied by a licensed driver, driving with unrestrained passengers and driving an unregistered and uninsured vehicle.
He was bailed to appear in Orange Local Court on January 29.
In an unrelated incident a car left outside an Orange hotel was set alight early on Saturday morning.
An Orange fire crew was called to Garden Street, outside the Ophir Hotel to extinguish the blaze about 2am.
Sergeant Mackenzie said police investigations were continuing into the incident.
On Sunday the burned-out car, which had clothing and a pram strewn around it, was still at the incident site.
