Housing Plus forwarded the plans to Orange City Council this week.

The property, to be known as The Orchard, would be located on vacant land on the corner of The Northern Distributor Road and the Escort Way.

It is expected it will provide refuge for 72 families a year before longer term accommodation can be found.

Under the plan a cluster of six two-bedroom villas for families would be built adjacent to an administration/communal building with several counselling and meeting rooms plus overnight accommodation for staff.

The Orchard would be screened off with a buffer around the exterior.

It follows an extensive community fundraising effort that has achieved $2.9 million.

Housing Plus has said work is expected to start on the project in February.

The DA is still being assessed by staff before going to council and/or public exhibition.

Housing Plus CEO David Fisher said it would improve the appearance of the area and also provide a buffer to road noise for nearby residents.

“We have taken our time in selecting this location and designing every aspect of The Orchard to ensure it meets our needs but also fits with the existing properties,” he said.

“It will enhance this very public area on the corner of the Northern Distributor and The Escort Way, which is currently used for storing soil and aggregates, and will provide through screening and landscaped gardens, privacy for both our residents and our neighbours.”

Mr Fisher said Housing Plus had contacted neighbours through letters and face to face contact.

“We’re looking forward to continuing this conversation with neighbours as the DA is considered by council,” he said.

Mr Fisher said the centre would provide refuge for people in their own community.

“Without a crisis centre women and children are deterred from leaving violence, often opting to stay in the relationships rather than leave Orange to find safe refuge,” he said.

Women and children who choose to leave Orange are uprooted from their home, employment, schools, family support and community.”
