Cowra absorbed huge pressure in the second half of the round 13 Blowes Clothing Cup fixture before Cummins weaved his way through Roos’ line for his first try in the 72nd minute.
Roos hit back quickly to reduce the margin to 10 points but Cummins iced Cowra’s return to the winners circle with the final play of the match.
Roos were unable to convert any opportunities in front of the sticks all day.
Patrick Berryman failed three penalty goal attempts and missed a conversion before Anthony Golding took the duties and missed a further two chances.
“It was a tussle. I would have liked that late try a bit earlier but we got there,” Cowra coach Col Jeffs said.
It was 6-0 to the Eagles at the break thanks to two penalty goals kicked by Troy Jeffs.
Roos hooker Ruebin Williams scored the first try of the match in the 45th minute but a piece of individual brilliance from Jeffs, breaking the Roos line and kicking over the final defenders to score, boosted Cowra’s lead to 13-5 with half an hour left.
Roos piled on the pressure and tried twice to reduce the margin through penalty goals but missed both in the 57th and 60th minutes.
Cowra took advantage of good field possession and strengthened their lead to 20-5 in the 72nd minute, Cummins carrying multiple Dubbo tacklers across the line with him.
With three minutes left, prop Joe Dakuitoga saw yellow for a shoulder charge and Roos immediately made the most of the one man advantage with Tom Sheridan putting Tom Mullany over.
The clock ticked to the 80 minute mark and Cummins grabbed his second, gathering a nice offload from Bryce Elliott who found space on the left edge.
The result marks Cowra’s first victory in three weeks following defeats to Forbes and Bathurst.
Cowra Eagles 27 (Bill Cummins 2, Troy Jeffs tries; Troy Jeffs two penalty goals, three conversions) bt Dubbo Roos 10 (Ruebin Williams, Tom Mullany tries)
