Saran Holdings received approval for a modern, two-storey extension in October to convert the building to offices, but a prospective tenant asked for more space and an extra storey was the only way to provide it.

The recent development application, positioned behind the old building, would add an extra 422 square metres of floor space, 18 per cent more than Orange City Council planning rules normally allow.
However, the building would be set back from neighbouring properties and councillors have the discretion to approve the proposal.
The former pub would remain at two storeys and the extension would not breach the 12-metre height limit.
If approved, the developer would have to pay about $62,000 in parking contributions to cover a shortfall of four spaces – the development will include 22 spaces onsite.
The council’s heritage adviser has recommended the entire storey be cladded to appear as an attic element.
