The ticket with the lucky numbers was bought from Dubbo business News at the Mall.
It was one of 14 division one winning entries in the draw, with each entry taking home $1,428,571.43.
NSW Lotteries reports the winner is not registered to a Players Club card, which means NSW Lotteries officials have no way of contacting the winner to break the life changing news and have to wait for them to come forward to confirm the prize.
On Monday News at the Mall owner Greg Stevenson told Dubbo’s Daily Liberal there had been great excitement in the store since the draw.
He reports the mystery winner has been in to check her tickets.
“Lo and behold the lady came in later in the morning like normal, not knowing we’d had a winner,” he said.
The ticket was scanned and the staff broke the happy news to the customer, the newsagent said.
“She was in shock and speechless,” Mr Stevenson said.
Everyone was so happy for her, especially being Mother’s Day.

The local win provided a buzz among staff and customers.
“Everyone was so happy for her, especially being Mother’s Day,” Mr Stevenson said.
The Lotto player regularly buys tickets, and continued her approach, he said.
“Because she was feeling lucky, she bought a couple more tickets in the next big draw,” Mr Stevenson said.
Lotto winners must contact Tatts on 131 868 to begin the process of claiming a prize.
NSW Lotteries spokesman Matt Hart reminded players of the importance of registering their entries.
“It is really important that you register your entries to a Players Club card so that we can contact you directly with the good news in the case of a win.”
Across Australia there were 14 division one winning entries in Saturday Lotto draw 3841 – seven from Victoria, three from New South Wales, and one each from Queensland, South Australia, the Northern Territory and Western Australia.
Of the 14 division one winning entries, four were held by syndicates.
The Lotto’s division one winning tally has now reached 370 so far this financial year.
