Once complete, the pipeline will be able to take potable water between the Icely Road water treatment plant and Carcoar Dam in the event of a water shortage.
It would also supply water to Spring Hill, Lucknow and Orange Airport.
The pipeline, built in partnership between the council and Central Tablelands Water, has been under construction since April last year and received $21.21 million in state funding.
