COUNCILLOR Kevin Duffy’s failure to apologise to staff for breaches of Orange City Council’s code of conduct has been passed on to the state government.

Councillors received a report in closed committee on Tuesday night, stating Cr Duffy had not met the required deadline to submit a letter of apology to staff member Nick Redmond about approaching employees to discuss day-to-day operational matters.
Elected councillors can only raise operational matters with the general manager.
It followed another failure to deliver a verbal apology in the chamber to fellow staffer Michelle Catlin earlier this month, after he wrongly told councillors he had directed her to distribute two emails.
The council has written to the NSW Office of Local Government (OLG) on both matters for the department’s consideration.
Cr Duffy said he would not comment on the letter, saying he would lodge an appeal with OLG against his censure.
