COUNCILLOR Reg Kidd has been sanctioned for breaching Orange City Council’s code of conduct after he questioned information provided by a staff member.

Cr Kidd will be required to apologise to corporate and commercial services director Kathy Woolley and the council, and submit a letter to the Central Western Daily following his comments about funding for Racing Orange in March last year.
On March 4, councillors considered whether to grant $400,000 to the body across four years and an option was added to pull funding if the club failed to meet targets for upgrades at Towac Park.
Cr Kidd declared an interest due to his involvement with racing as an owner and his former board membership of the Orange Jockey Club, but he continued to comment before leaving the chamber.
He questioned a report provided by Ms Woolley, which said the council had provided close to $274,000-worth of in-kind work and cash during the past 20 years, believing the amount to be higher.
According to the report, the support included seed funding for the Colour City Cup, work on Pinnacle and Canobolas roads, mowing and maintenance, and writing off the Orange Jockey Club’s $12,441 debt.
The council resolved if Cr Kidd breached the code in future, any reviewer should consider recommending he be censured, or publicly reprimanded, in accordance with the Local Government Act.
After the meeting, Orange mayor John Davis said an independent investigation found there were breaches of the code of conduct governing councillor behaviour and councillors had supported the recommended sanctions.
Cr Kidd was not in the chamber when the resolution was read out on Tuesday night and could not be reached for comment.
