The application asked for the hotel to be able to move the dance floor area upstairs where they would be permitted to sell alcohol until 3am.
The hotel had been operating the upstairs area under a 12 month trial during which the sale of alcohol had to cease at midnight.
During the council meeting police officers from the Canobolas Local Area Command showed CCTV footage of a fight outside the hotel, urging councillors not to approve the application.
