In February 2012, licensing police from Canobolas Local Area Command objected to the application telling the Independent Liquor and Gaming Authority (ILGA) that they had not been consulted.

A spokesman for ILGA said police withdrew their objection to the licence on November 14 last year after conversations with the applicant and cafe owner Fiona Rossiter.

But police asked for strict conditions to be enforced because of the cafe’s residential location and close proximity to the skate park.

According to ILGA, Mrs Rossiter was forced to lodge a modification to the existing development consent with Orange City Council to extend the cafe’s trading hours in line with the liquor licence application.

The council approved the modification in June 2012 but Mrs Rossiter had to provide ILGA with “clearer plans” of the proposed premises before the licence was granted.

The cafe can now serve alcohol but must comply with the following special conditions because of the location.

l The licensee must ensure that liquor is only served after the children’s learning/play area and recreation facility has ceased trading

l The licensee must ensure that the emitted noise shall not exceed five decibels above background sound level measured at the nearest affected residence.

l  The licensee must ensure that patrons disperse from the premises quickly and quietly with no loitering/congregating outside the property after 9pm.

Bissy’s Cafe owner Fiona Rossiter said she would not comment on the liquor licence approval.
