Solicitor Gerry Stapleton said Mohamed Hamdin, 27, of Moad Street had been provoked by racial abuse before making the threats.
Hamdin was charged with behaving in an offensive manner in a public place and following his sentencing will have to continue with the Magistrates Early Referral into Treatment program.
Police were called to the flats on December 19 last year by residents who said a drunk man was abusing people and had a baseball bat.
They found Hamdin in the courtyard screaming and swearing at residents, who had locked themselves in their units, calling them dogs and threatening to kill them.
He was arrested about 6.45pm.
