Council spokesman Nick Redmond said the work was completed earlier this year.
“But when a defect was found which required the contractor to return and do some further work at their expense, the contractor came back this week,” he said.
“The stabilisation of the road is now complete.”
Mr Redmond said the latest rain has delayed the final gravel bitumen seal.
“There’ll be no work over the weekend and weather permitting the new surface will be completed on Monday,” he said.
Word of Mouth Wines owner Peter Gibson said the whole process was “lunacy”.
Mr Gibson said the previous attempts to widen the road created a pronounced ridge on the surface creating a hazard for cyclists, motorcycles and some cars.
He believed this was because part of the old surface was left intact while widening was undertaken.
“Now they’re digging up the entire road, at the most inconvenient time of year,” Mr Gibson said.
Pinnacle Road is one of the ways to get to Mount Canobolas, Lake Canobolas and several wineries.
Colmar Estate is one of those wineries and owner Bill Shrapnel said he received a letter saying work was to begin on October 15.
He said was “disappointed” as it was the start of Orange Wine Festival, which is about showing off the city and wine region to visitors.
“It’s a total mess,” Mr Shrapnel said.
“It’s very disappointing, could this not have waited for a week?”
Mr Redmond said throughout the roadworks, one lane of Pinnacle Road was always open to traffic.
“With road-building season now under way, Orange City Council has a long list of projects to be done and we need to get work done when we can,” Mr Redmond said.
“With the amount of work we’ve got to do, we don’t have the flexibility to avoid a festival.
“The latest rain has delayed the final gravel bitumen seal. There’ll be no work over the weekend and weather permitting the new surface will be completed on Monday.”
Mr Redmond said the roadworks were set to begin on Monday in William Maker Drive, between the Northern Distributor Road and Stephenson Way, and Burrendong Way, north of the NDR.
“We’re asking for the patience of residents,” he said.
