Lucas has signed a two-year deal with the Brumbies after struggling to get regular action at the NSW Waratahs.
The classy No. 9 is a former Australian junior representative and has spent the past five seasons at the Waratahs working with Nick Phipps.
"I am excited to be moving to the Brumbies and I am looking forward to getting to Canberra, settling in and producing my best," Lucas said.
"The Brumbies have offered me a fantastic opportunity to come down to Canberra and be a part of such a proud and successful franchise. This is something I don't take lightly and I can't wait to do my best and hopefully add to the Brumbies proud history.

"We have two very good young scrum-halves at the Brumbies in Joe Powell and Ryan Lonergan, and I am looking forward to working with them in order for us, as a team, to be able to push towards winning another Super Rugby title."
Lucas will move to Canberra later this year to join the Brumbies for pre-season training. The Brumbies have two full-time spots available in their squad next year.
Coach Dan McKellar is keeping a close eye on developments at the Western Force, but could move to fill the contracts earlier if the right players are on the market.
