At Tuesday night's council meeting a development application for the construction of a child care centre in Turner Crescent was considered.
Council planners had recommended that the application be approved.
The councillors, quite rightly, voted unanimously for refusal, mainly on the basis of a dangerous traffic situation that the development would have created.
The planners appear to have accepted, at face value, a flawed and substandard traffic report.
How did they get it so wrong? Will there be a review of the processes behind their decision?
There are increasing indications that this council is not working well. Rejuvenation is overdue.
