Tutors currently have to pay $5 a student a lesson.
Of the 373 respondents, 54.7 per cent supported no fee, 28.9 per cent supported an annual fee and 16.3 per cent supported the $5 fee.
Comments on social media were also mixed.
A tutor asked the council to implement a yearly fee on Tuesday, saying the $4000 she paid a year did not reflect the library resources she used.
A report will be brought back to councillors next Thursday.
