The talented hooker will line up for the Oberon Tigers, making the switch from Bathurst Panthers.
Though dealing with a broken jaw then broken thumb means Carpenter has not played much league in recent years, he is certainly an asset for the the Tigers.
He has previously played senior representative league for Group 10 and earned a Western Division jumper while in under 18s.
Carpenter will not be the only new face at the Tigers, with the club also signing front-rower Jake Dawe.
A former Young Cherrypicker, the 22-year-old spent last season playing in the Cairns District Rugby League competition for the Atherton Roosters.
Dawe was named best forward for the Roosters and earned a player of the round award after an 80-minute effort in round three.
