Mr Whitton will instead endorse Country Labor stalwart Bernard Fitzsimon.
In a statement released on Thursday, Mr Whitton said Mr Fitzsimon was the right person for the job.
"(He was) the Country Labor candidate for Orange at the 2015 NSW state election and has, in my view, earned the right to represent Country Labor at the upcoming by-election.
"I stand with Bernard Fitzsimon and Opposition Leader Luke Foley in their fight to ensure regional NSW has a voice in the State Parliament. Bernard and Luke will fight for the Greyhound industry and against Council amalgamations.
"The National party has proven through their actions that they no longer represent regional areas."
Orange councillor Scott Munro resigned from The Nationals to stand as an independent candidate at the Orange byelection.
