NSW Roads and Maritime Services has defended its approach to the busy Glenroi Avenue intersection, saying high traffic volumes were not the only factor in deciding whether traffic lights should be installed once a service station is built.

Orange City Council conducted traffic counts along Bathurst Road at Endsleigh Avenue, Edward Street, McLachlan Street, Glenroi Avenue and Cox Avenue during April, which revealed Glenroi Avenue had the highest overall number of traffic movements in both directions at 3898.
McLachlan Street was next highest with 2781 movements, while Cox Avenue had just 1609.
But an RMS spokeswoman said a range of factors were considered when investigating traffic efficiency including traffic volumes, intersection design, turning movements and driver behaviour.
"Less than 1 per cent of motorists, 53 of 2126 motorists, turning right from Glenroi Avenue into Bathurst Road experience extended delays, especially during peak hour," she said.
"These delays are not resulting in poor safety outcomes and any measures to alleviate the delays are likely to have a negative impact on the travel time of all other drivers travelling through the intersection."
A spokeswoman for Roads Minister Duncan Gay said the RMS was continuing discussions with council and traffic impact at the intersection would continue to be monitored.
Councillor Kevin Duffy, who asked for the council to undertake the traffic monitoring, said the response was not reasonable.
"It's obvious they've made a poor decision and that's all I've got to say," he said.
"They're ducking for cover because they didn't produce those figures when they assessed the [development application]."
According to the council's development assessment in November, the RMS has requested further information from the applicant several times in relation to traffic counts and modelling, points of conflict and queuing impacts on Bathurst Road and neighbouring businesses.
