Victoria's financial watchdog has lashed out at the lack of accurate information and accountability amid the ballooning costs paid by taxpayers.

On Wednesday, Victorian auditor-general John Doyle reported that between 2011/12 and 2013/14 information and communications technology expenditure had reached an average of $3.02 billion a year. That figure was between two and three times one published estimate in 2010.

However, Doyle reported the latest expenditure figure was conservative. Public Transport Victoria's spending on the myki ticketing solution project reached $738.8 million between 2011/12 and 2013/14, the report said.

Mr Doyle reported nearly 35 per cent of 1249 projects reported went over budget.

He said no agency collated information on ICT projects and expenditure across the sector.

"This lack of accountability is serious and needs to be addressed urgently," he said. "I am also particularly disturbed that the certified and attested information submitted by agencies and entities for this report is, in some instances, clearly incomplete and inaccurate."

Mr Doyle urged the Department of Premier and Cabinet to ensure all agencies and entities "better account for the significant expenditure" of taxpayer funds for their projects.

His report found that the government agencies were unable to demonstrate the expected achievement of the projects and report "actual expenditure" or the status of these ICT projects.

He said the weaknesses previously reported by his office in ICT project planning and delivery "continue unabated".

The Coalition was in government during the reporting period.

The report singled out the Education Department and Victoria Police among the top spenders during the past three financial years.

It said a "digital dashboard" had been set up to provide up-to-date information on ICT projects but it had been confined to a limited number of "high-value high-risk" projects.
