The Lions were never headed in a match where the boot of Mitchell Green played a pivotal role.
The lanky fly-half finished with a personal haul of 19 points courtesy of a try, a conversion and four penalty goals as Bulldogs were made to pay for poor discipline in their defensive half of the field.
City coach Fletcher Niven, who suffered more through the extreme warmth of the day rather than the pressure of the match, said he was relieved as his side backed up their 2013 premiership with another title.
"It was a great effort from the boys," he said.
"They're deserved winners, they've been the standout team but having said that Bathurst certainly have put it to us at times and it's great to get on top this time when it counts.
VIDEO: What the coaches had to say after full time:
"We talk about discipline all the time and that was the key. Mitch had some chances today and had a great kicking game where we didn't really give them those chances.
"They don't always listen but we've been drilling it into the for the last two weeks and it paid off."
Green kicked three penalties in the first half to complement a try to winger Sam Sweeting as City took a 14-6 lead into half-time before another three-pointer extended their buffer to 11 points shortly after the break.
While they were always in control of the contest the Lions weren't comfortable until Green added a try to his tally with 15 minutes remaining, before Bathurst nabbed a consolation try through winger Josh Weekes right on full-time.
"They were too good, they were the better side today," Bathurst coach Damien Grant said after the match.
VIDEO: Orange City Lions Mitch Green scores on Saturday:
"We made a couple of mistakes we paid the price for and we were left playing a bit of chase-up football.
"My boys are a young group and a group that worked hard all year and were a pleasure to coach.
"Losing is never easy to take but you can handle it a little better when you know everyone has tried.
"That's sport, there's a winner and a loser and today the better team won."
