Mr Williams gave the 15-year-old ward of the state one month to get her act together and turn up for counselling sessions, to stop destroying the property of the agency that is caring for her, and to attend school.
The 15-year-old faced court for breaching bonds imposed by the court for a string of offences.
Mr Williams told the girl people from a variety of agencies were doing their best to help her and improve her prospects in life.
“They are racing around after you, but you just snub your nose at them,” he said.
“I think you think you can just go out and do whatever you want, but the world just doesn’t work that way.
“My job is to protect the community.”
The girl is cared for by a non-government organisation at a residential unit in Orange. However, in facts before the court the girl has a history of not complying with the conditions of carers and the courts and has been involved in numerous violent outbursts with her carers and counsellors, destroying and kicking over furniture.
In one incident when an Orange police vehicle visited the unit block to speak with carers, the girl went outside and stole a breathalyser unit and police baton from the vehicle before letting down a front tyre.
Police say the tyre incident could have had disastrous consequences if police had to engage in a pursuit without knowing the tyre had been let down.
The girl had a friend record the incident on her mobile phone with the video discovered by carers and handed to police.
In another incident the girl kicked in the doors of a vehicle owned by the non-government organisation at her residence and threatened carers.
The agency caring for the girl has described her as uncontrollable in a report submitted to the court.
A psychological report is being prepared on the girl ready for her return to court.
