Disability employment and training enterprise Wangarang Industries general manager Kevin McGuire said he was gobsmacked by Mr Cundy's references to his students as morons and village idiots.
"It looks like his comments have been resurrected from a time capsule from 250 years ago," he said.
"He's sending a horrific message to the community. I can understand why everyone in the community might feel very, very affronted by this.
"It's not only an affront to individuals, many who have a disability, it's an affront to their families."
Mr McGuire said it was terrible to think someone who was held in such high regard within the community would behave in this manner.
He said "fully functioning" people don't usually use the type of phrases uttered by Mr Cundy, and he was concerned he might need help and support.
Disability and community service provider CareWest chief executive officer Tim Curran said Mr Cundy's comments were clearly unacceptable.
"I think he's probably very embarrassed and ashamed at what he's done," Mr Curran said.
Mr Curran said the only positive thing to come as result of Mr Cundy's comments being made public, and the backlash it had caused, was that it had prompted people to talk about the rights of people with disabilities.
