Just after 1pm, officers attached to Canobolas Local Area Command were called to the shopping centre on Summer Street after reports of an assault.
It’s alleged a 16-year-old boy was walking with friends inside the centre, when he was approached by a 20-year-old man who punched him in the head, causing him to fall to the ground.
The older man left the location and no one else was injured during the incident.
The teenager sustained a fractured skull and lost consciousness for a short time, before being treated by NSW Ambulance Paramedics and taken to Orange Health Service.
He remains in hospital in a serious, but stable condition.
Following inquiries, police attended a unit on Margaret Street at Orange, where they arrested a 20-year-old man.
He was taken to Orange Police Station, where he was later charged with reckless grievous bodily harm and refused bail to appear before Orange Local Court on Sunday.
Police are urging anyone with information about this incident to call Crime Stoppers on 1800 333 000.
