About 4pm on Sunday, police were notified that six wild brumbies had been found deceased in the Newnes State Forest.
The horses had been shot dead with what police believe to be a high-calibre rifle.
Detectives from Chifley Local Area Command have been conducting investigations into the matter and have been assisted by the Department of Primary Industries.
They have made inquiries with authorised hunters in the area but have been unable to identify those responsible for the illegal culling of the horses.
Investigators are now appealing for anyone who may have been in the forest at the weekend and have information about the shootings to contact police.
Police are also reminding authorised shooters that hunting feral horses in the Newnes State Forest is illegal and penalties and/or criminal charges may apply.
