Two vehicles collided at about 1.38pm, causing a car leaving the hospital to be rolled onto its side, with the other vehicle coming to rest on top of it.
The 25-year-old man fled the scene, leaving a male passenger in the car, and ran towards the Orange Ex-Services Country Club golf course.
Police arrested the man at the golf course a short time later.
Inspector Dave Harvey said police were awaiting the results of blood and urine tests, but it is believed alcohol and speed were a factor in the collision.
He expected charges would follow.
Police cordoned off the area after the collision and restricted traffic on Forest Road.
It took emergency services crews about 30 minutes to remove the male passenger from one car and an hour to free the female driver of the other car.
The extent of their injuries are unknown but both were in Orange hospital in a stable condition on Monday afternoon.
