Orange mayor John Davis said it was common for the services to be used by outside people but the council operated on a regional basis.
“I believe we gain as much as we lose,” he said.
“What affects Cabonne and Blayney affects us.”
Blayney mayor Scott Ferguson said residents from outside Orange boosted the city’s economy when they used the facilities.
“There is definitely an argument on both sides of the fence,” he said.
“Yes, more people are coming in and putting pressure on the facilities but the trade-off is the economic growth it brings.”
Cabonne mayor Ian Gosper agreed.
“We might use the services in there because like it or not some things you can’t do in the other areas,” he said.
“We’ve got people on the border of Orange and apart from getting their rates we get nothing from them.
“I don’t know how much we’d spend in Orange.”
