The $260,000 three-cubicle prefabricated toilet block will be built on the McNamara Lane side of the park, with a development application expected to be lodged at the council.
In the meantime, the central business district continues to be used as a toilet late at night and in the early hours of the morning.
Police arrested three men for urinating in public in three separate incidents in the early hours of Sunday morning.
The three men, aged 31, 28 and 49, were issued with criminal infringement notices for offensive conduct (urinating in a public place).
Orange councillor Glenn Taylor began the push for more CBD toilets in 2001.
He was uncertain if the toilets would have an immediate impact in reducing the number of people caught urinating in public.
“I don’t think any amount of toilets is going to stop people during the wrong thing, but effectively there’ll be no excuses,” he said.
“The park toilets will be put in for the good, decent citizens of Orange who do the right thing.”
Cr Taylor said the toilets would initially be kept open 24 hours a day but may close earlier if they are misused.
“If we have any problems with vandals or people gathering near the toilet late at night we’ll close the toilet,” he said.
Members of the Country Women’s Association knocked back attempts to build the toilet block near their hall following fears about the “social implications” of the amenities.
